- Failed, as the official record marks it
The senators tied, 17 to 17, and Lieutenant Governor Tony Venhuizen, presiding, voted yes and declared the bill passed. The next day the Senate upheld Sen. Chris Karr's challenge to that ruling, 24 to 10, and the President declared that the Journal should show SB 25 failed to pass on a vote of 17 to 17: a bill needs a majority of the senators elected (Constitution, Article III, Section 18). These pages show it failed.
